Hi Tom,
Good to hear from you.  Does it *have* to interfere with the communications 
as opposed to, for instance, rebroadcast them in a modified form?
I'm not sure it's necessarily useful to have Chelsea's networks disrupted. 
A walk a couple of blocks further down Millbank might be more suitable 
however, though I think you'd want to be careful in such an open context.
